		<description>Florida Polygraph Service, Inc.  A blind study on Voice Stress Analysis

     In the latter part of 1975 and the beginning of 1976, a Florida Polygraph Service concluded 716 pre employment examinations, 323 periodic examinations, 9 specific issue examinations (2 homicides, 3 armed robberies, 1 rape and 3 burglaries).  An audio tape recording was made of each examination.  The tape recordings were submitted for evaluation to a voice stress analyst who had no knowledge of the evaluations made of the polygraph results.  The voice stress analyst matched the polygraph evaluations 1045 times out of the 1048 examinations.

Sebastial Sherriff’s Office blind study on Stress Analysis

     In 1976 a polygraph examiner submitted 36 audio tape recordings of polygraph examinations to Investigator Marcia Forbus of the Sebastial County Sheriff&#039;s Office in Ft.  Smith, Arkansas.  She processed the tape through the department&#039;s voice stress analyzer.  She matched the polygraph examiner&#039;s evaluations in every test.

Thanks for your comment.  I&#039;m not sure that emotional attachment alone quite cuts it.  Surely there are possible cases in which the PI might have an existing emotional attachment, or develop one over time, and still not be a stalker.  Certainly this might have sinister overtones if the attachment is one-sided and involves obsession or infatuation, or it could be more benevolent as in the case of the film The Lives of Others.  In the latter case the surveillant (admittedly a member of the Stasi rather than a PI) develops an emotional attachment to the surveilled subject (an East German dissident) but I don&#039;t think that that makes him a stalker.  Perhaps  we should say a malign emotional attachment?  If so then that would bring us back to intention, though.

I do agree about the value of a licence and what could be done with a proper licensing system.  Does the ISPLA do anything in this area?  At least in the US there are some (most?) states that have licencing.  The UK is still a long way from there, although the current developments in media ethics and the Leveson Enquiry might take us in that direction.</description>
